To thank the president of the court of Boulogne-sur-Mer for a letter of congratulations: "Je suis désolé de vous remercier si tardivement de la lettre de félicitations que vous avez bien voulu m'adresser ; mais je suis accablé d'affaires si nombreuses et si diverses que le temps passe sans que je puisse donner satisfaction à mes dettes de Cœur [.]." - On stationery of the public prosecutor's office of the Imperial Court of Paris. - The envelope was addressed to the unnamed Minister of Finance during Rouland's tenure as Governor of the Bank of France (1864-1878). - Both with some browning and minimal tears.
